The United Association strongly opposes Republican Representative Mary Miller’s (IL-15) H.R. 2870, the Working Families Flexibility Act of 2025, which would undermine fundamental wage protections by allowing private employers to substitute compensatory time for guaranteed overtime pay. This legislation threatens the financial security of our UA members by permitting employers to bank overtime hours as comp time—effectively delaying earned wages for up to 13 months. For our members who rely on fair overtime pay to support their families and meet rising costs, replacing time-and-a-half pay with employer-controlled time off represents a direct attack on our economic stability. The Department of Legislative and Political Affairs is engaging with our allies on Capitol Hill to educate them on why this bill is misleading and harmful to our members, and General President Mark McManus sent a letter to the House Committee on Education and Workforce outlining our position. The UA stands united in opposing this deceptive proposal that claims to offer "flexibility" while actually eroding the overtime protections that have safeguarded workers' wages for over 75 years.
